Umm... that frame is a 2001 custom hand-built in Colorado REAL (pre-Pacific) Schwinn Paramount (not all Paramounts are Waterford steel). That's why you couldn't find any info on it. It is bad FN a**. Definitely not cheap. On the chain stays you should have stickers that read "custom", on the seat tube you can see the Homegrown Tomato logo and the Platinum Label N'Lightened badge. I almost bought this myself.
I have a 2000 Homegrown Comp (bought in '01 and rebuilt with all new components last year), a 2001 gold anodized Limited frame (waiting to be built up), and this 2001 custom Paramount track bike (frame bought last year and built up). See the bottom of page 14 of this thread:
