Looks like C Record to me, I did not follow them too much was away from cycling at least road bikes in the late 80's.
The '84 date code is indeed rare, but in later 1985 the group less the delta brakes was out there, and they had to start making parts sometime...
The whole intro of that group was haphazard. Not one of Campagnolo's better marketing and supply periods. At the onset, everyone wanted the cool looking high flange hubs, but they were not around, the low flange was only ordered by the distributors as that was the dominant type in the previous top line hub set.
