No, I think it's just an elastomer bumper with a pre-load knob. I guess you could crank the pre-load up to make it pretty stiff. Probably a great thing on crappy roads.
On my '92 F700 the HeadShok can be totally locked out, or the preload cranked up so much that my 130 pounds jumping up and down on the pedals won't make it move. Not sure if it'd be different on a road model, if anything I'd expect it to be stiffer
