cable braze ons don't inspire feelings for it being a quality track bike. also, the fork ends aren't parallel to the ground (they seem to line up with the chainstay) so the geometry will slightly change depending on where your wheel is in the drop out, not usually favorable. the seat tube aero section reminds me of a walmart denali road bike, at best of a visp.

i'd pass. like, run away.
