I poop you not, the best treatment, in talking with people who do PT, isn't a strap, icing or stretching. It really is hip strengthening. The IT band gets irritated when its doing more than it should be because your hips aren't stabilizing like they should be. Hip abduction and adduction exercises are the long term solution.
