Great find! I wish I could find something with lugs like that!

I am agreeing with retyred on this one... I don't think it's a Pug either. That said...Peugeot did make bikes in the 50's and 60's that had the Nervex professional lugs...these look "almost" Nervex...but the side pointed hooks look thicker to my eyes?? Maybe the Newvex lugs made by Richard Sachs? Or because it is such a short bike did that have anything to do with the lugs being thicker hooked? HMMMM...using this websites pictures for comparison...

Can barely makeout the dropouts writing but looks like Campagnolo (pag visible?) as retyred stated.
I donno...I give up. Ready to learn. I know I am going to be mad at myself when someone nails this one!

Looks very similar to this Gitane on Ebay, but the dropouts and fork shoulders don't match, hmmmmm....I give!
