Sorry i just assumed that he had the flashers on,something wrong with that picture for sure. Up here when the flashers are on on the highway you have to slow down and switch to furthest lane away from them if you can. For instance if speed limit is 65mph. then you have to slow to about 40mph. or you can get a ticket for that,but there flashers have to be on or you can just fly on by.
