Extend rust reformer is made to halt (reform?) existing rust. It is actually designed to bond to the present corosion porousity to form it into a ceramic-like surface. So the answer is yes
BtW, this Sedona pictured is a 1993 from a tropical island. 3rd paint job and no internal rust because I had treated it.
