I agree with you that they should know better and really if the cop had any common sense or if it was safe to do so he could have asked the van driver to follow him around a corner or park somewhere else that is not impeding traffic be it bicyles or cars. Remember I said if he had "any common sense".

Yes I also agree that the police park where ever they like...unfortunately they are the police and in this regard yes, they believe they are above the law.

Here in the province of Ontario it is required by law (The Highway Traffic Act) that all drivers of vehicles be it car or bike must be able to provide proof of valid ID if stopped and asked by a law enforcement officer to do so. That is providing the vehicle or bike is being driven on a public street or highway. Failure to comply will cost you.
