"B" doesn't matter. For racing mtn. bike riders have aggressive seat/bar position similar to road riders with bars a few inches below the seat, that may not necessarily apply to touring and your preferences which is why a taller than normal mtn. bike may be just fine. I have a similar inseam and my seat is about 30" from center of bottom bracket to the top of the seat measured along the seat tube. So make sure your seat is at an optimum/correct height out of the seat tube. I won't go into that here and it's probably different than mine(feet size) but it's where you start. After that adjust your bars to what is comfortable for your conditioning and power output and add bar-ends. Most likely you can cut the bars narrower than stock.

You said you haven't ridden this bike much which begs the question whether you have developed a preference for a particular posture. My $.02 is that if you can stand over the top tube while stopped and you can bend your elbows while riding then it's in the ball park and different stems and bar ends can make up the difference. I'm guessing that with the seat at the right height and bar ends you might want a slightly shorter handlebar stem but that's a wild assed guess without seeing you on the bike.

Have you determined if that front fork is the one prone to failure ?
