as for those who think it's basically their right to take what they want/need, i doubt if they will change until they also own property. then they'll feel differently about opening their side door and finding someone there drinking or sitting in the shade. just look at the bums fouling the front door entrances of stores. they don't even know that what they're doing violates common decency.
now, i live in the suburbs. there should be no reason for anyone to need water or food from me. if i lived in the country where people cycled and were perennially running out of something, i'd get tired of it pretty quick. No Trespassing signs would have to go up. there's an expression: your lack of preparation doesn't make it my problem.
This is similar (sort of) to the complaints of experienced guides leading folk up Mt Everest. All the time, they're forced to help some poor soul who went cheap and is in danger of dying. My read is they're tired of it. You know what that means.
I am not a social agency. If you can post here, you should be able to take care of yourself.
But back to the OP. Of course it's ok to get water from community structures. Churches are private. You should leave some cash. That spigot wasn't free you know. Neither is maintenance.
All I know is I am glad this guy isn't my neighbor!
