You should try to determine if you have problem with the battery or the charger. Let's start with battery, after you fully charged the battery, take a volt-meter and measure the voltage of your battery. In the charge port, there are 4 pin, put you red (positive) in pin 4, and put your black (negative) into pin 2. What voltage do you have? reference the following link:

If your battery is fully charge, then you should get some where between 41v - 42v.
If you are getting the voltage that are specified, then move onto the charger. Do the similar thing, plug the charger onto the wall outlet, and measure the voltage of the charger, measure pin2 and pin4, what voltage do you have?
