If you look at the welding on the Salsa vs. the Surly you'll see that they are much cleaner and nicer looking on the Salsa. It just shows that someone has taken a little more care and initiative in putting together a frame rather than just slapping some tubes together to form a couple of triangles. The Surly's aren't bad, it's just that there is a visible difference between the two when you compare them side-by-side.
