Apparently, the studs create the problem with the brake.
Surly's literature says the Steamroller will take a 700X38 with room for fenders, so I don't understand why this Boston rider had a clearance problem.
Perhaps he had an older bike with different geometry.

I'd feel good about a fork that looked that good.
