Gearing and spinning...

After a year of road racing (~30 races), I'm just starting to get into track (I just finished my 4th Cat 5 race). I'm having some trouble figuring out the proper gearing. On the road, I've got a pretty decent sprint with a good jump and a fast top speed. The problem is that I'm used to hammering through 4 or 5 gears over the course of ~200-250m (usually finishing in my 53x11 or 12). Riding at ADT, I've been racing with 49x14 and its been okay for the most part. The gearing is good enough for 90% of the field, but there's been one or two guys that manage to eek me out at the line b/c I just run out of leg speed. Would another few gear inches be a bad idea at this point? Should I be limiting myself and focusing on spinning faster? Currently, spinning faster than 120 at any level of resistance is a complete disaster...
