Evidently some industry types feel that the small segment of the population that actually rides does not justify the expense... But if there were better facilities there would be more cyclists.
They most likely also don't feel the need for more buses and light rail or regular rail transportation in large metro areas. When gas goes up again, more people will be looking for that public transportation, and it won't be there, just like the bicycle infrastructure.
