I have the same system- R20 with a SA XRD-8 hub. I use Tektro brake levers with the dual cable slot that can be switched from V-brake cable pull to canti cable pull. On the canti setting, the braking is great. I can skid the rear tire at will. Something may be wrong with your hub or you may be using the wrong cable pull on your levers...
