Oh, for sure. I can easily do 200+ rpm on rollers, in fact I can even do it with my road bike (the computer tops out at 200 rpm). On the track with a 49 x 15 assuming 23mm tires in a sprint at 38 mph you are only turning 150 rpm, and I and just about any other track racer can do better than that. During warmups with an 77 gi setup I can get over 160 rpms easily. The OP may need to adjust the seat position to get a good high cadence.
