Just buy a post like the one in the link the right diameter, cut it off to the same length and angle as yours and use the hardware from yours. You might need a slightly larger washer at the top. You don't need a machinist, you need a hacksaw.

It's a pre Grant Petersen Bridgestone. Nothing special at all.
