Let me teach you how to fix hops in a wheel. You must first locate the hop then if it is centered over a single spoke you must tighten the spoke and then loosen the two spokes on either side of it so as to not disrupt the lateral true. If it is centered over two spokes tighten both of them and loosen the two spokes on either side once again. This should be done in 1/4 to 1/2 turn increments it would be better to fix the wheel inch by inch rather than all at once. Lastly you should be going back to check your lateral true every three times you make an adjustment to your radial true.
