I carry a spare brake and shifter cable on tour, even though I've never broken one. I figure it's cheap, lightweight insurance. I don't bring my cable cutter. It's heavy. If I ever needed to replace a cable I'd leave the end long, coil it up, and deal with it until I got to a bike shop. They'll cut it and crimp a cap on it for a minimal cost.
