old old childrens bike 1930's ? Need help with identification please

My friend in Camden, Maine who has a boys bike from the 30's with balloon tires. Wheels are about 12" in diameter. The bike is fitted to look like a two cylinder engined motorcycle (has stamped metal 2 cyl motor and gas tank). The fork displays a badge indicating the following:
Metal Specialties
Chicago, Il
SPEED
BVAE

The closest thing I can find on line is pictures of a Graf Zeppelin motorcycle bicycle from 1932. It's close but it's fake engine has only one cylinder.

My friend needs to find replacement tires. I'm suggesting to him to first find more about the bike. Any assistance is appreciated. Todd Bucksport, Maine
