Don't know about the QR part, but something like this can make a rear rack feasible on a bike w/o proper mounting options on the seat stays. There are other brands, too. That's what I have on my bike.

As for the QR skewer, if you're not carrying a lot of weight on the rack, maybe you could try running the skewer through the holes at the bottom of the rack (instead of using bolts and the eyelets), but that's pure speculation and I'm skeptical it would work. Others probably have thoughts on that.

There's always this type of thing if you're not going to carry a lot of weight.
