IMHO, I'd buy decent, but not expensive shorts. You should be able to find OK shorts for around $40. As for a shirt, I have no hesitation about picking up a good, inexpensive used, jersey for around $10-15 plus shipping off ebay. I have about 10 jerseys of which only three where purchased new. IMHO, in warm weather I won't consider going on a ride longer than 3 or 4 miles unless I have cycling cloths on. T-shirts and plain shorts are just too uncomfortable.
