I have a Trek bag that's very thin. Basically just snaps between the rails of your seat. Easily hold levers, tube, multi-tool. Can't seem to find a pic on line right now. Haven't stuffed a cell in there, but it might work.

Used a Topeak for a while but it chewed my shorts.
