Sadly for Basque Country and Catalan People their communities were absorbed by Spain "more than a few years ago" and that sadly makes them technically SPANIARDS. I believe texas have more chances to get independence from the US than the "Pays Basque" in a far future.
That technicality will be lost among those in Catalunya and Euskadi who don't concur and if you ever travel to those regions be mindful of the locals who tend to get "animated" over the topic.
