Top Normal Long Cage should take care of all your needs out back. Go with a Tiagra Front for price and function.

I really like my FSA Omega Compact bars... Haven't tried the others you mention so can't say much about those.

Also.. You can get the Deore LX version of that crank all day long on eBay for under $80 delivered at this time with free shipping.
