Yeah, the magnet needs to remain stationary in relation to the rotating hub. The magnet triggers a switch so if it's allowed to rotate or oriented in the wrong direction I could see an issue. But there could also be enough stiction with the axle itself to keep the tube from rotating. Check the orientation of the magnet -- should be on the freehub side.
