Looks like I'll go with the Schwalbe SV9C. That was the only one I had found also.
Inner tubes stretch a HUGE amount. A 19-23mm inner tube for a 25mm tire IS the correct size. It is preferable to have a slightly smaller tube than tire and actually not a good idea to have a tube thats larger than the tire.
