what I have found is that the main determinant in the civility of human beings is population density and overall size of the population in that city or town. I have lived in small towns where people never bothered to lock their doors or possesions, and large cities where everything has to be locked/alarmed/guarded and everyone walks around with an assortment of defensive weapons. Culture or ethnicity or standard of living doesn't seem to matter.
If this were true, Tokyo would be one of the most crime ridden cities in the world. It is not.
