When I was looking for an economical roadbike I was thinking about getting a Redline Conquest cyclocross bike. Thats what I would look for(a cross bike). And truth be told a cyclocross bike is still on my extended wish list, not as a cheap upgradeable road bike anymore but to get into offroad/trail cycling a little bit. Good luck.
