I realize that someone having different experiences and opinions than yours probably comes as a shock to you, but some people
do have problems and don't want to mess with velcro, tucking pants in, or wearing shorts all the time. No doubt even more stunning to you would be the possibility that someone might like the look of a chainguard on a bike.
