You're not supposed to "lock it down". It's designed so that when you get to your destination, you take it off the rack and extend the telescoping handle and start dragging behind you.
Don't know how much the thing costs (or the rack with the QR plate), but I think that would have to go through a crap ton of zip-ties before breaking even.
