Only pic i can find is one of an "83, and though it has an "R" on the headtube, it's a different font. Other Romanis from later have even more different fonts, so the inconsistency may be something in favor of this possibility. Romani also built frames under contract for shops and teams, but most of the forkcrowns have an "R" engraved.

I don't know what you mean by the "2 diagonal cuts" in the Cinelli BB shell: how about a pic of that?
It would be very odd for an Italian builder from this era to use a BSC BB...can you check the inside base of the steerer for the 5 spiral splines that would indicate a Columbus steerer?
More pics of all the details: seatcluster, brake bridge, dropouts, forkcrown, etc. would be helpful.
