Paul Touring or Neo Retro Brakes on a Cross Check

I just picked up a 2007 Cross Check frame on Craigs List. I'm putting the parts list together to build it up as commuter. I read somewhere that two places you don't want to skimp is bottom bracket and brakes. I believe it after using the brakes on a my converted road bike commuter this year. I hear the Paul's can throw you over the handle bars!! Anyone have any wisdom about installing Paul brakes on a Cross Check frame? I saw a few posts that set-up is tricky, but they seem to be popular so how hard can it be? I'm considering the neo-retro on the front and the touring on the rear.

The other brakes I'm looking at is Shimano BR-R550's. They got pretty good reviews as well.

My set up will include a rack and panniers on the back.
