the front brake is missing the capnut. it may look adjusted but without the capnut the arms will work loose. what size is this frame anyway?
most any chrome polish will work, there is (or was) something that is sold in a small white plastice jar. it is great stuff, I look at the home depot for it tomorrow and get the name.
