I'd imagine the turnbuckles are for strength. It appears the rider position is very forwrd with a lot of weight of the front of the saddle and out in front of the bars. At high speeds a rider or two probably had the seat clamp slip and the stem collapse. The fork is for stabilty. Its similar to castor built into the front wheels of a grocery cart.
