Only one case I can think of where it doesn't outright and thats when you own a home thats listed on a State or National Historic Registry. Any changes to the Exterior need to be approved by a panel of people who sit around wearing Tweed and drinking tea.
On the other hand the Mona Lisa....if it were mine I'd cut out the mouth and eyes and hide behind it and freak people out.
