I would just buy some good, low rolling resistance 26" tires and call it a day.

panaracer pasela, continental GP and schwalbe big apple for instance.

it's hard to judge from the pictures, but a 700c wheel requires (622+23+23)/2= 334mm of fork length to even fit the wheel. It doesn't look like the cadenza has that sort of clearance.
