as the season progresses speeds get faster at the same effort. a no drop policy is nice but I would feel bad asking a large group of riders to go slower than they do because I can't keep up. I'd either keep riding until I get dropped then continue on my own, find a slower group or train on my own, but for the most part the group wont like you very much if you try to force them to ride slower. They don't have to hold the ride, they aren't bound by law to adhere to the guidelines and they have obviously progressed passed the original goal, it happens.
