The smallest cog is a 12T. It seems to be down all the way. When the wheel is horizontal and I look at the cogs, they are all spaced evenly.
The three biggest cogs are one piece, and the two smallest (12/13) have the spacers built right in to the cogs.
I realize this seems impossible.
EDIT: If I remove the 1mm spacer, the lockring screws on fine. If I remove the 13T cog, the lockring screws on and tightens all the cogs down fine.
