It's not so much the amount of seatpost sticking out as it is the total length of seat tube+ seatpost. A seatpost sticking out of a 73 dgree seat tube will still be at a 73 degree angle for it's entire extended length.

The higher it goes the more setback it has. So taller guys are getting more setback naturally because they extend their seatposts more than a shorter guy would riding the same frame. The problem is manufacturers give taller guys even more set-back because they also give them a slacker STA (in most cases)

three ways to increase nose of saddle distance from BB:

1. Extend seatpost
2. Slack seat tube angle
3. Seatpost with more set-back in it
