Thanks for all of the insightful responses to my question, you guys are very thoughtful and perceptive. Sorry to bring up a subject that has been flogged to death before. So C&V sounds somewhat like the definition of pornography: nobody can pin down just what it is, but you know it when you see it. Well, there's nothing like bike-porn.
I like the pre-STI definition. The problem in my case is that I put Ergopower levers (and carbon forks) on my 30-year-old Kuwahara tandem. I guess that to be truly vintage, there must be some sort of restoration to original specs? Otherwise, it might just as well be a hot rod, reverting again to the car analogy.
