Almost impossible to do without the twisting the cup out of the vise. If you want to give it a last go, get a 9/16" bolt, nut and washers.

Put the bolt through the cup from the inside, and use the nut and washers to clamp the left cup and lockring under the vise jaws finger tight so the right cup can't lift out of the vise jaws. Then turn the frame to the right (same as turning the cup to the left) to loosen. Once it breaks loose, loosen the bolt and nut to avoid jacking the left cup up through the vise jaws.
