I'm by no means a Univega expert and I'm sure the experts will chime in, in due course. Based on comparison with my 1982 Viva Touring, your Nuovo Touring appears to be a little more recent, and a higher spec. According to the one decal on the frame, my Viva Touring has non-butted Cro-Moly tubing; by omission I'd guess the fork & stays are hi-ten. I can't tell you much else, since I acquired it as a frame & fork only.
If you're not aware, you can pick the mfg. year off the letter at the beginning of the serial number, I=1980, J=1981 etc.
