I wouldn't use grease in a location like that since it will be a real dirt magnet. For the same reason I don't grease the cables run under the bb shell either. A film of light oil or the graphite DannoXYZ mentioned should be fine.

My '85 Bridgestone 400 came with above the shell derailleur cable guides but had short pieces of housing liner over the cables where they went through the guide. That worked well. Shimano sells the liner as a separate item and it might be worth a try.
