80s Peugeots are English threaded, so you won't have trouble buying new cranks. I'd go for a conversion if I had a Peugeot frame but it's up to you.
700c wheels will work fine on the bike, you might have to get longer reach brake set though.
He is correct on every account. I have a Peugeot, but mine is a 70's which is french thread. You will have no problem with threading. As for breaks, yes you will have to get a long reach brake. I have a Tektro R556 which fits very well.
