The testing that is done on helmets establishes the truth of that statement to the degree that it is humanly possible. The problem is not that the statement is false, the problem is that the velocity range that a bicycle helmet is capable of protecting against is not terribly hard to exceed on a bicycle. Within its velocity range a helmet will protect you.
