I'm pretty sure that it's not really the law that disallows you from walking your car around lights, but the car. If you can "walk" a car, you're either (a) extremely strong or (b) going downhill, and in the latter case I think you will shortly find yourself not so much "walking" your car as "chasing" it. Which is a bad situation, both for the car and whatever is downhill.
