Late 80s, early 90s rigid MTB frameset with canti brakes. Try to fund one with horizontal drop outs so you won't need a tensioner and can run it fixed should you so desire. As far as today? Surly 1x1 will fit the bill perfectly. (Other than the non sloping top tube. It does slope, but not a lot)
